"Titora" Institute of Art Development was established by renowned musician, teacher and civil servant Eli (Ilya) Raikhlin in 1996. It coincided with the populating of new town of Modi’in. After winning the town council contest for a music institution creation, Raikhlin got the rights to open the first multiprofile educational institute in town, under the town council's auspicies.
Titora Institute has its goal to promote and enrich cultural life of the town as well as provide quality musical education professional opportunities in humanities. Without exception, all of the Institute's employees have professional degrees.
The main goal of the Institute is to integrate the cultures of the new town with population diverse in its cultural needs and development potential.
